Action Points - everyone gets a certain number per day/encounter/level/whatever. These can only be used for something 'cool'
Can also grant Action Points when you need/want something to happen narratively and don't want the PCs to ruin it... bad guys gets away or PCs are captured are two that are hard to achieve organically.

I tried that. My group is allergic to narrating their own stuff. I've tried several different ways to do this and all were spectacular failures. Too old school I guess.
They still want to try things, but they expect me to come up with the details, which sticks me with those issues I mentioned a few posts back.
