WAY back when this site was young (20+ years ago), there was a one-man project to convert as many M:tG spells to 3e as possible, and it included a lot of interesting mechanics on how to deal with the various concepts from the game. I believe it was a full sub-site hosted on ENWorld at the time.
Unfortunately, I can't remember who was doing it, and I can't find the document they produced anywhere.
Does anyone remember this, and even more awesomely, still have a copy of the document?
