Level Up (A5E) basic question about Rapid Current: Charge

i have no clue what about charge you think makes it create a surprise round. it's an action to move up to 30 feet and attack. the "up to" is important as well - i take it as any movement you have left over after making the attack from the maneuver is wasted. if you have your regular movement you could still move away using that, but nothing specifies you disengage or otherwise avoid opportunity attacks.
 

The
Rapid Current Maneuver Charge seems to imply it happens before anything else like the player having his own personal surprise round before combat 'officially' starts and -assuming that is the case- can the player Charge in, make a hit and then move away assuming he doesnt use his full 30ft and if THAT is allowed does the opponent get an opportunity attack?

Flinging yourself forward you barrel towards an enemy with your weapon held at the ready to unleash an attack before they can react!

Move up to 30 feet in a straight line and make a melee weapon attack. You can’t take the Dash action and use this maneuver on the same turn.

I imagine you're reading the flavor text, the first sentence, and thinking it has to do with the mechanics of the maneuver? It does not, the first is just fluff. The second sentence is what it actually does.

all right, yes re flavour text so I have been thinking its much more powerful than it is... effectively its really just move an extra 30 feet and attack, which could still be handy of course
