Level Up (A5E) Horde Monster basic question

Good morning,
I've been reading the rules on the new Horde monster and I'm a bit confused. To me a "horde" has a connotation of a large group, but is that what the mechanic also his trying to convey? For example, is the Kobold Dragon Warrior Horde made to represent a single Kobold as part of a large group, or is it supposed to represent a large group (i.e. a horde) of kobold?

Also I'm a bit at a loss to understand how to build higher CR from the horde template and keep them balanced, The texts explains how to take Kobold and create the CR15 Kobold Dragon Warrior, but from the template I'm struggling to understand how that Kobod Dragon Warrior Horde was created.

a horde monster is one monster that's intended to be run as part of a larger group of horde monsters. so one horde monster is one monster.

the kobold dragon warrior isn't too crazy. it has 25 (8+con mod of 2+cr of 15) hp, has the attacking ability modifier (+5) and proficiency bonus (also +5) of a cr15, and deals extra damage equal to its cr (15).

The Horde Monster section is basically just explaining how you can simplify a typical monster stat block (of CR 1 and higher) so that it's still participating in the fight, but so that you can run many of them at once, and so that they each die quickly. And then it gives some changes to the encounter-balancing math for when you're using these monsters: since they are slightly less powerful (in terms of offense) and significantly weaker (in terms of defense), you are able to run more of them in a single encounter than their CR would normally suggest.
